Check Company's Eligibility

Check whether your company and industry sector is eligible to apply for foreign worker quota.

There are various factors to verify such as whether your company falls within approved sectors, minimum operating requirement, records of statutory contributions [EPF (KWSP) & SOCSO (PERKESO)], possess valid Certificate of Accomodation (to comply with Akta 446 - Akta Standard Minimum Perumahan, Penginapan dan Kemudahan Pekerja 1990) for workers as well as Local Hiring Prerequisite (Section 60K).

Complete Local Hiring Requirement

Prior to quota application, employer must advertise the vacant position on the MyFutureJobs portal to prioritize local hires and obtain approval under Section 60K of the Employment Act 1955.

Apply for Foreign worker Quota and Section 60K approval

Register and apply via KESUMA's FWCMS eQuota module [designated system by KDN (Kementerian Dalam Negeri) to comply with Section 60K of the Malaysian Employment Act 1955.

Employers to upload and enter company registration details, sector, work location, number of workers requested, and job positions directly in the eQuota module and monitor online for approval status.

Post-Approval & Recruitment

Upon receiving quota approval, employers must pay the required foreign worker levy and may start engaging a licensed recruitment agency to source foreign workers from their home countries according to the approved quota.

Obtain Visa With Reference (VDR) approval from Immigration

Apply for the Visa With Reference (eVDR) approval through FWCMS to allow the workers to secure a Single-Entry Visa from their home country's Malaysian Embassy.  Employers are required to coordinate flight arrangements for workers to arrive in Malaysia.

Once workers arrive in Malaysia, employers must bring them for mandatory FOMEMA medical screenings at registered clinic within 30 days of arrival.

Apply for PLKS Issuance (Pas Lawatan Kerja Sementara)

Once workers have passed the FOMEMA medical screenings, employers to apply for PLKS issuance via FWCMS to legalise their employment in Malaysia.
